Meh!!!! I am having such trouble with it. I just made a Utopia. Forgot to do festivals (was working OVERTIME) and had casas as far as the eye could see. The Market's looked pimp too 
Then locals(on this map there weren't any local villages btw) decided to go Atilla the Hun on my {expletive antidisestablishmentarianized by Cspace}. It was one of those maps without the military >_> And I think the most annoying thing is,"Hello! I'm new to this place! Do oyu know of anyplace................................................................. to live?" I HATE THAT FREAKIN PAUSE

Ohh yeah that tends to happen. Although you build those... mercenary posts or trading posts or something, I forgot the name. That may convert the locals to your side. Oh. Missionary Post? But yeah, Large Festivals whenever you can are the best thing to do, keeps your citizens happy as well as the chosen God.
My favourite saying is the one by the merchants: "I love coming here, business is going very well."
They sound awesomely funny.
And I just found food stains on my work shirt... so I'm gonna use the other one. I could always have worn the vest but yeah, I'm so glad we get given two shirts.
