Probably somewhere near the wildy would be good.
Perhaps two? One for when it involves going to the wilderness, and another for meetings and such.
For the wildy maybe the top floor of the little house near edgeville wildy?
No idea for a normal one hehe.

I'm not sure. It needs to be a place most people know, but isn't always full of random people (although it shouldn't be secluded, either). Um... Jolly Boar Inn is too close to the Wild, I think. A lot of PKers trying to lure and everything. We need to be near a place with beer, though. 
Maybe the Flying Donkey Inn (I think it's called) in South-East Varrok? Or maybe near it. We could get a bit of peace if we want (although probably in a nearby building), still be close enough to get others, beer (necessary), nearby bank, and we're still in the F2P area in walking distance to the Wild (for you lunatics).

Isn't there a bar on the f2p side of Karamja? Does it have a second floor? Granted, you have to pay to go there, but...

There is a bar there, but I think it's just a store with beer, wine, and Karamja Rum; not a true 'bar,' per se. I don't think it has 2 stories, but I'm not sure.
I still think my suggestion is the most ideal. (It's actually called the Dancing Donkey Bar, BTW)
