It can be a game where we already have a faction, or a game where we don't. Just be sure that it's a game you play seriously, at least as your primary game. Maybe you'll find that others play the same game, which could make it easier to start a guild there. Either that, or maybe you plan to do it alone, which is fine as well...
Remember that the whole purpose of the factions is for them to recruit in-game, not just from members who are already here. Through the community there can be (and has been) interaction between factions. The factions won't just share the same community, but to an extent they can share activity. For example our GW faction joined an alliance through someone we met in WoW, members often join every faction that exists in a game that they play, and members stick around even after they lose interest in one faction's game... Meaning that they could still remain in the community, and can easily return to their old guild later on if they regain interest. It really does work.
It's just that all we're doing is sharing activity, and not finding it. With even a few largely successful factions, every faction could be more active as a result. Every faction grew from our old RS players, but think about multiple guilds working together at mutual growth and activity.
We've never really tried finding activity in a long time. We need to build some clans and guilds in the games we play, and come together to make factions work as they are intended. It'll be worthwhile, and if you try it everyone will appreciate the activity.
