How about we find some sites that allow clan/guild advertising, and collectively come up with a post to make on them. Then we could keep them active by a bunch of us signing up and talking about what we like about the place. It's been done before, but it can look pretty impressive if a significant amount of members are replying to it of their own free will, and it's a decent way to get our message across to people that might be interested.
I think we'd also do well to try to focus some attention to welcoming people who do join. I know I've fallen out of the habit of checking the Lobby all that frequently, but active newcomer threads are a good way to draw people in and make it more likely they'll stay. It can really do a lot to make people feel welcome.

that would help, if ya like me and have no SeeD on my Friends list in RS, but still have a full list, see how many u can get to join seed, that always works... sometimes.

That's also a good idea. I normally just sign onto RS for events, but if I see someone on my friend list who isn't a SeeD, I'll still at least invite him/her to come. Anyone can do the same, or if there isn't an event going on, general invites never hurt.
