One would post about it in this forum, and a SMod will make the promotion official if it's legitimate (not done too soon after a previous promotion, a mistake isn't made when it comes to the hierarchy, that sort of thing).

It's also recommended for anyone who gives a promotion to send a PM or some equivalent to the member who got the promotion, but that's up to whoever gives it.
