Last time, some people thought it was a bad thing. I thought it was a great way to boost activity, and I think it'll work again. "Spam" isn't that big of a deal IMO.

It got a bit problematic last time, although I think overreaction to spam from the mod team was probably more damaging than the spam itself. The inability to transfer credits is obviously intended to help prevent a repeat.
To clarify what I mean a bit, there certainly shouldn't be any reason not to post more than you normally would, the whole point of the system is to provide an incentive for activity. If credits does it for you, then go ahead and make a bunch of replies in different topics or make your own topics or whatever, that's a very positive thing and might well lead to promotions being handed out. And while posts should be on-topic most of the time, it's not like they need to have some deep meaning or contain lots of text to be worthwhile. The kinds of things that should probably be discouraged are flooding the board with completely off-topic posts (like just saying 'lol' without reading what it's about, that kind of thing), mass revivals or teaming up with other people to get a chain of posts going back and forth in a topic solely for credits. Activity = good, but lets try to keep it to more or less the kind of stuff that is usually acceptable.
