I highly recommend that both of these ranks be maxed. You'll use these skills VERY often.
Equipment: I usually run this with a solid Fire Staff that has 15/1 energy inscription. Anything to boost your energy pool works well.
Insignia: Radiant or survivor.
Runes: Minor Fire or Energy Storage, Sup Vigor or best you can do, the rest attunement.
Usage:
Basically, the premise of this build is to use powerful skills often that otherwise would take too long to recharge. Assassin's Promise (AP) recharges all these long-recharge skills as soon as the hexed target dies. If there's a group of targets clumped up, select the best one to kill (monk, ele, etc) and target it. Use Glyph of Sacrifice (GoS) followed by Meteor Shower (MS). Now you have rocks raining down on the group. Use Glyph of Immolation (GoI) and then cast AP on your main target. This will hex it and burn it. Follow this up with Ebon Vanguard Assassin Supporters (EVAS). Usually by now, you and your teammates will have killed that target, especially if it was a monk. If it's still alive, yell at it! Use "You Move Like a Dwarf!" (YMLAD) on it for some solid damage and a knockdown. (With MS and your Evas's Iron Palm, odds are the target will already be knocked down.) Once it's health is below 50%, use "Finish Him!" (FH), which usually kills most monsters. FH also gives the target cracked armor, making you Evas hit harder.
Once your main target dies, find a squishy target with some damage. Cast 1,2, and 3 in that order, then 4 (FH) when it gets under 50% HP. Always be on the lookout for foes with low HP, because a quick AP will get you some easy energy. Speaking of energy, this build chugs it. I recommend having a BiP around to pump up the energy bar. If not, you need to be a little more passive, which is no fun. With a solid BiP, you wont have energy problems. Another downfall is if AP doesn't go through. If it is removed, or you fail to kill the target in time, you'll find yourself with a skillbar of tons of recharging skills. The shouts will come back fast, but you really aren't as effective until 45 seconds laster when AP recharges. To make sure your target dies, always call out AP when you use it. This will let your teammates know who needs to die (or get your H/H to attack that target with you).
I've been using this in the FoW, and I love having 2 or 3 Evas attacking my target at once. The best I've done thus far is 4 Assassins out at once. It's also great for my tank friend, who no longer worries about traps. The only problem with this is that only 1 person can use this build per team, because APs DO NOT STACK.
