JaGeX doesn't really use the whole complaints and suggestions form to it's full potential. This is probably because of all the horrible suggestions sent in to them, it'd take too long to pay close attention to every single one. Maybe recruiting a couple of extra people to look through suggestions would be worthwhile, or getting the help of a experienced players to look through them and pass on the good ones.
