You can join whichever garden you would like (Balamb, Trabia, Galbadia, Esthar, Centra, and if you wish to not join a garden, Cactuar) through checking one in the drop down box of options in your profile. You do not have to do anything to get into one, they're mostly just a smaller group to meet and hang out with (if you want to see them, the garden forum is in the SeeD category, or you can just click here).

Seph, I think you kinda missed the point to Cactuar Island. It's the garden for people that don't want to be in a garden, so joining and then complaining there's nobody there to hang out with is kind of against the point of it.
