Here's the skinny/Cliff's Notes/outline/easy-to-understand all-about-Arbiters thread.
Here's the reasoning. I won't shorten that, I mean everything I say and it's an important topic.
Before commenting, please at least skim those two threads.

So it's going to happen. There has been a lot of support, despite the worries that may be on our minds. We're making the changes that are necessary to move forward. The future is in mind, and by working together we can get there.
You are here at a turning point in our timeline. Never before have we truly had a second beginning, but this will soon be one. Perhaps more than ever before, you're here at a moment that we will look back on for a long time to come. We have a lot behind us, and a lot of experience to help us make the necessary decisions when hard times come. We may organize differently, we may go by a different title, but we're the same guild. We'll always be SeeDs, and I'll be sure to give SeeD a big place in our new Order.
"Faithless is he who turns his back when the road grows dark."
We didn't turn, and now the road is growing brighter with every day. We've weathered through a lot, and now the time has come to retrace our steps and become the guild we seek.
However, before we move forward, there is time for us to discuss the final concerns we may have with regards to our guild. This is also the time to start looking forward to what we will soon build. So let's discuss SeeD, discuss the Arbiters, and prepare for our rise as a guild reborn.

Precisely. It begins to become an annoyance when every time I log on, I see a new topic about this as the latest post in GD. I thought it was decided long ago we were going with it. Why is discussion still going? Why has it not been done yet?

Hey, it's either I annoy everyone with a bunch of threads early, or I have to face all kinds of complaints after I do it. I prefer to get the complaints out of the way.

All joking aside, if there are no issues, I plan to bring the transition very soon. Just need to find a hole in my schedule, there is a lot of stuff to change scattered all over the place.
