Well, I used Tripod... but I don't think that I can link the downloads directly. So....
It works fine, you just have to right-click and "Save Target As." Works almost anywhere that direct linking doesn't.

Uh..heheh..how would one make a sound clip..heheheheheh anyone else think I'm coputer iliterate? hehehehe..
1. Get a microphone. Plug it into your microphone jack (colored pink on newer computers). If it's a USB mic (or you're using the mic on a USB webcam, like I am) just plug it into a USB port.
2. Go to the Start menu, click "Run..." and type in "sndrec32" and click OK.
3. Go to the Edit menu and choose "Sound Properties." Under "Sound Recording," choose the device you'll be using. You'll probably have only one choice here anyway.
4. Go to Volume Control (double-click the little speaker icon in the System Tray, next to the clock). Open the Options menu and choose "Properties."
5. Set "Mixer device" to the same thing you set in step 3. Click "Recording." Close the Properties window and click "Select" under "Microphone." Make sure to leave Volume Control open.
6. Go back to Sound Recorder and do a little test recording. Make sure everything sounds fine, and adjust the volume as needed.
7. Once you have your clip however you like, open the File menu and choose "Save As." Click the "Change" button at the bottom of the window.
8. Under format, choose "MPEG Layer-3." Choose "128 kBit/s, 44,100 Hz, Stereo____15 kb/sec." Click OK. Then save the file wherever you want.
Those who will remember, will speak fondly of the warm morning breeze.
