open a new picture 200 x 200 pixels

color the background black

then get a lens flare at this setting
(filter > render > lens flare)


and put them in like this



then do a radial blur at this setting
(filter > blur > radial blur)


then go to filter > distort > twirl and do a setting of 999

then do a plastic wrap at 15, 9, 7
(filter > artistic > plastic wrap)

then hit ctrl u and hit the colorize box and make it any color you want heres my result:
