Was what this cop did justified?

Basically a cop stopped some skater and the escalated to the cop using force on them after they tried to flee.
I personally think the cop did the right thing even if it may have been overzealous because if you flee, expect
to get pinned down forcefully.

Edit: I watched a different video, the cop said: "You're under arrest for resisting arrest." My non-circular logic fails me here.

It looks like this is taking place in front of a hotel of some sort. Usually hotels have "No Loitering", "No Skateboarding", etc signs in front of the hotel. Why? Because if someone gets injured on hotel property, the hotel can be held liable(as far as I know, depends on state). Therefore if you're skateboarding there, it IS an issue. You can't break a law then whine about how unfair it is.
From another forum:
2) The cop asked them to stop, one of the kids told them to run, they all booked it and subsequently were fleeing.
3) The officer was trying his best to control a situation on his own, but he had to deal with a couple of punks.
Including a girl not obeying the officers request for her to sit. She then promptly starts walking away like she is above the law.
You only saw one part of the story.
Still, the cop should be reprimanded for excessive force and losing his cool.
And if one of the kids suffered injury, sue the department.

The kids should have listened to authority instead of going all punk and choosing to go against it.
The officer should not have used such extreme force, but in this situation, it was the only option to control the 'situation'.
There's no "Right" in this subject.
Such a heavy burden now to be "The One".

It reminds me of one time when I was stopped on my way home for supposedly climbing a tree in my neighborhood, while in fact I had been sitting under the tree, which I'm sure there was no law against. I was not on private property, I was alone, and I was not causing any harm to the tree, but one of my lovely neighbors brought it upon themselves to call in and report me, so that I could be followed home by a police car while I'm sure only blocks away an actual crime was being committed.
The way that officer handled those two boys was unnecessary. While it may have not been the best choice to flee, there was no reason to hold the boy down by the neck. I doubt anyone enjoys being mishandled.
EDIT: If you watch the uncut version, you see that he grabs the girl by the neck, then with the other arm grabs her friend by the neck when he tries to help her.

It's worth noting that the only things he used to help were words. Yet, the officer still thought it necessary to use strangulation force against him.

He was running away from the police.
But the cops shouldn't of garbed that girl like that
Also there were signs that said no skateboarding
I think the cope used necessary force or else those kids would of just kept running a way
If that police officer gets in any trouble I would be pissed

My cousin was a victim of this...he was shot 3 times and killed because he was buying $40 worth of heroin... He may have had an addiction problem, and what he was doing was wrong, but I am 100% sure that his punishment did not fit his crime.
Also, the officer that shot him was given an award. It's sickening.
