Flying Saucers! W00T! Flying tea holders!

Yes, another crazy idea from Nuu! (maybe we should make a Study Hall for this, like a Technology one or an Invention one, or even a Brainwave one. Like I have written 4 now, and I have got many more).
In the 1950s and '60s, UFO sightings went up enormously. They all had to be reported to the American authorities, for reasons unknown to the public. Is what the government thought was that the saucers where built by the Soviets.
But did they?
I have come up with a few ideas for flying saucers:
1. What if the rotating saucer acted as one, circular wing? If it was weighted, it might actually work, and even not need power after it had been powered up, because the weights would force it to turn, pulling the craft higher and higher. Or if not:
2. Maybe the rapidly rotating saucers generated enough centrifugal force to power the flying machine?
Could either of these be possible?

I am not so sure about that, there are those little ball things that move back and forth endlessly, and there are other perpetual motion thingies.
And I didn't mean how are they powered, I meant how do they fly?
Edit: In fact, that was a stupid question. The same way as frisbees, of course.

there's no such thing as centrifugal force. it is the perceived effect of inertia on the spinning object. the only real force at work in a spinning object is centripetal force (and in some cases gravity).
and there is no such thing as a perpetual motion device.

The United States did make a few saucer-type planes.

Centrifugal force pushes things in the direction of the rotation of the center of a rotating object. The only way this could work is if there was some kinda of serperate wall allowing for the wind to rebound. Which would be useless.
