What must be in the oven yet can not be baked? - Well fire grows up in the oven, like with the flames.
Grows in the heat yet shuns the light of day? - Fire likes heat but is used in the night more often.
What sinks in water but rises with air? - Fire is quenched in water but the flames rise up in the sky?
Looks like skin, but is fine as hair? - Ergh, um...maybe it isn't fire O.o
How about yeast, maybe?
What must be in the oven yet can not be baked? - Well you stick yeast in the oven, but you don't bake it, I think.
Grows in the heat yet shuns the light of day? - It makes bread get bigger, but it is a fungus, and fungi don't like sunlight, I think (a lot of I thinks here).
What sinks in water but rises with air? - Erm, well yeast sinks with water, if you drop it in (I hope) but if you but it in a fan oven it makes bread rise?
Looks like skin, but is fine as hair? - Erm...well yeast is powdery, and fine, and it is white like skin? O.o I don't like either of those explanations...

"Little Johnny Walker" might have been one of many names given to various guns. i'm not all too sure about that one.
and guns can "talk" without saying a word - people have to listen to whoever's holding the gun, and thus the gun is essentially a negotiating tool; a "talker."
the other part is obvious; when you take a gun out, people panic (point, shout, etc.) and try to get you to put it away.

Two legs sat upon three legs with one leg in his lap.
In comes four legs, grabs one leg, and runs off with him.

One leg is a piece of meat, like a turkey leg or something. Two legs is a man, three legs is a stool, four legs is a dog.
The man sat upon a stoll with a turkey leg in his lap.
In comes his dog, grabs up the turkey leg, and runs off with him.
Up jumps the man, grabs up the stool, throws it after the dog,
and makes him bring back the turkey leg.
Works, eh?

They are many and one, - You have multiple hands/fingers/arms, which can do many things, or work together as one.
They wave and they drum, - Well, you wave and drum with your hands (and fingers, and arms).
Used to cover a stare, - You cover your eyes with your hands (or fingers, or arms).
They go with you everywhere. - You can't really forget them when you leave for work, can you?

Military peoples? Well, when they are marching they are all stomping and stuff. And when they eat they are chomping. And I don't know what romp means

Horses? When they run they stomp, and they chomp when they're eating. I don't know what romp means
