Sand shifts and makes drifts, it has buried cities, there is usally no water and it gets everywhere.

Oi is it light pollution? The cities might cause enough light pollution to be under a great cloud of light pollution.... The pollution constantly moves as the light refracts off the atmosphere.

Shifting, Shifting, Drifting deep. - Snow and ice is blown by wind and moves around in glaciers, and drifts down from the sky.
Below me great and mighty cities sleep. - This could have too meanings, either the city is covered by a layer of snow and ice, not moving much (i.e sleeping) because people can't get out of their homes, or because the snow is on the mountains and below, in the valley, is the city, which is 'sleeping' through the winter.
Swirling, Scurlling, All around. - Snow can be discribed like this, especially in a blizzard. It surrounds you and blows around in the wind.
I'm only where no water will be found. - All the water has frozen into ice and snow.

It's a Desert.
Mainly for the same reasons Alpha said.
The sand is all around in the desert and it shifts around with the winds. Citys are said to be burried under some of them. And of course theres no water.
