Case in point, the referral was to actual paint. Acrylics, water based, so on and so forth.
Overwhelmed as one would be, placed in my position.

None at all? In traditional photography, darkroom work plays a huge role in the creation of a final print. Photoshop (or PSP, GIMP, etc) is the equivalent of a digital darkroom.

Let me elaborate. No using digital imagery applications such as Paint, or Photoshop to fully create photos. We've had graphic contests before. Photos would need to be taken with a camera. Digital or regular. Photos may be edited to clear up or sharpen, but not completely created.
